 Thanks for testing, and thanks for not confusing it with that other issue.

 My patch fixes only email address validation, it doesn't touch database
 storage. I'll be happy to work on database storage too, but do you want it
 on this issue? I lean towards fixing only is_email in this issue, and
 fixing other related issues in separate patches.

 (JFYI, my most important goal is to accept unicode email addresses in
 forms managed by plugins, CF7 for example.)
