 That makes sense to me and would be a good example of how this could be
 implemented in a backwards compatible way.

 I'd suggest leaving this ticket open as a tracking ticket and just making
 separate commits for the themes and the core instances. Once all issues
 that we want to address have been updated, we can close this one.
