 @joemcgill Question since you originally opened the ticket: The PR
 https://github.com/WordPress/wordpress-develop/pull/5073 only covers
 relevant instances in the default themes. This makes sense to me to handle
 as its own thing, but I wonder whether your original intention for the
 ticket was to cover also core usage?
