 I did some more investigation and was able to reproduce the issue. I
 wonder if, in fixing some SVG issues in
 [https://developer.apple.com/documentation/safari-release-notes/safari-
 16_4-release-notes Safari 16.4], they ended up breaking SVG filters on
 video.

 Unfortunately I wasn't able to find a workaround for now. I found
 [https://bugs.webkit.org/show_bug.cgi?id=184601 WebKit Bug 184601] that
 looks like our issue. The issue was opened before duotone was introduced,
 but I distinctly remember it working previously because I was annoyed with
 the poor performance in Safari, so maybe it isn't the right one.
