 In 6.2 and earlier, the hyperlink "open in new tab" indicated a toggle
 switch for the presence of the target="_blank" handle.

 Now, with the 6.3 update, that has been removed, as well as the means to
 quickly create new-tab hyperlinks during creation in the modal window.

 At this point, editing raw HTML is a more rapid means of indicating that a
 hyperlink open in a new window.
