 Tests: Revert removing empty directory in `WP_UnitTestCase_Base::rmdir()`
 for now.

 This appears to need more investigation. Instead, delete the `test-plugin`
 and `link-manager` directories in REST API plugins controller tests, for
 which this change was initially intended.
