 Hi @ingaid29, welcome to Trac!

 I tried testing with some RTL languages and I wasn't able to reproduce
 this issue. This may be caused by a plugin conflict or something else.

 Trac is for the development of WordPress Core, and this issue still needs
 more investigation to determine what's causing it. I see you've posted
 [https://wordpress.org/support/topic/missing-update-button-2/ a thread on
 the support forums]. I'd recommend continuing the investigation there.

 I'll close this ticket as `invalid`, but not because your issue in
 invalid. It's the keyword we use when there's no action we can take here
 on Trac. If, after discussing the issue on the support forum, this ''is''
 an issue with WordPress Core, feel free to reopen this ticket and let us
 know what you've found out.
