 Starting with WordPress 6.0, when running `npm run build` or `npm run
 build:dev`, no CSS files are generated for the blocks within `wp-
 includes/blocks/**`.

 This was discovered while investigating #56615, it is currently unknown if
 they are related, this ticket is for reference and tracking.
