Comment:

 This one hasn't been touched in 3 months. With beta 1 in less than 24
 hours, I'm apprehensive to rework how widgets read/write. I'm going to
 punt and let's try again in 6.2. If another committer has the time and is
 willing to own this one for 6.1, it can be moved back.

 Also changing back to `needs-dev-note`, as `has-dev-note` should only be
 used once the dev note has been published on the Make blog.
