Comment:

 If someone wants to work on a patch that makes the visibility buttons
 consistent in all places, feel free to take ownership.

 In case showing a separate border around the button and the input is
 acceptable, I tried [https://github.com/sabernhardt/wordpress-
 develop/pull/8 using flex in this PR]. The PR is on my fork because it
 does not follow the direction this ticket has taken, but I can move it to
 the main repo if it's worth fixing the bug sooner.
