 @pbearne thank you for reporting this. We reviewed this ticket during a
 recent bug-scrub session. Based on the feedback received here's a summary:
 01. Most of the test code does not use @cover or @uses notation yet.
 02. The patch needs testing.
 03. Adding needs-testing and removing has-unit-tests keyword.
