 While working on comment:26, I considered how these warnings could pop a
 little more. These suggestions borrow from existing dashboard widget
 styles:

 ==== Clearly Separate New and OId Text
 To my eyes, the non-bold middle sentence (former H3) looks odd. This
 change keeps the question heading intact, but separate from the updated
 warning block.

 Draws more attention to critical state. Would suggest alternate "warning"
