 Hello @ritterml,

 thanks for reporting this issue. If this is an issue with the block
 editor, development happens on GitHub, so discussion might continue there
 at a certain point.

 It's possible that part of the block editor isn't accessible for keyboard
 users, but it isn't clear to me exactly what block tools and settings
 dialogs pop up on mouse hover.

 Do you mind giving us some more details on how to reproduce the issue? It
 would be best if you could prepare a list of steps to follow, but any
 extra piece of information you can give us might help us. Also, what
 version of WordPress are you using?
