 It is correct that the PHP (page-)template needs to be in the root
 directory, @ryanpluckrose did you try moving it out of the templates
 folder?


 I don't believe that block template parts as PHP files are supported by
 Gutenberg or core, I have not heard of it before, and I would like to
 learn what the use case is?
 I suggest opening a new issue for this specifically, but in the Gutenberg
 GitHub repository.
