 Thank you for this report @dxwnh157 ! This seems to have been fixed with
 some changes to how the data is handled. Single image galleries seem to be
 allowing the edit now.

 I am going to close this but if it is still happening for you on WordPress
 6.2 RC 1 please let us know!
