 Media: Prevent decoding attribute corrupting JSON data.

 Workaround `wp_img_tag_add_decoding_attr()` potentially breaking
 JavaScript and JSON data by limiting the addition of the decoding
 attribute to image tags using unescaped double quoted attributes `src`
 attributes.
