#57059: add complete phpinfo() to site health

 We regularely run into situations where we need detailed information from
 the `phpinfo()` page.

 Currently the site health page is pretty nice when trying to get a quick
 overview of what is working and what is missing.

 But it would be nice if there is a link inside the Site Health page to a
 complete render of the `phpinfo()` method (similar to other CMS like
 Drupal).

 This page/link/tab (e.g. https://mysite.at/wp-admin/phpinfo.php) or
 whatever should only be accessible to logged in WordPress admins so no
 potentially critical information is leaked for not logged in users.
