Comment (by poena):

 There are 3 themes and 29 plugins in the official directories that uses
 wp_enqueue_global_styles and not all removes it.

 I don't have access to searching other products but these are small
 numbers to generate so many reports from users, except one of the plugins
 is Autoptimize with 1m installs.
