 Build/Test Tools: Fix more `set-output` deprecated warnings.

 This updates the `ramsey/composer-install` and `shivammathur/setup-php`
 actions to their latest versions.

 These updates include fixes for the deprecated warnings output when using
 `set-output` and `save-state` commands.
