Comment:

 I broke this in [meta12176], and have updated code to expect it through
 [meta12194] and for language pack builds in [dotorg19514] (private repo)

 The packs were incorrectly generated as `de_DE_formal_formal` instead of
 `de_DE_formal`, and likewise for `de_CH_informal`, `nl_NL_formal`, and
 `pt_PT_ao90`.

 The language packs (and release builds) should be created automatically in
 the next few hours, I'll leave this ticket open until that happens.
