 Once I remove the .maintenance file manually, everything works fine.

 My environment is getting older so maybe aging PHP version might have
 something to do with this.

 This also happens when updating themes.  Interesting, the .maintenance
 file isn't being created during WP core update.

 I'm working my way through all my WP sites one by one learning all this as
 I go.
