 Hi there, and welcome to WordPress trac!

 I wasn't able to reproduce this issue my self, using a normal site without
 any other plugins, and Classic Editor content created in version 5.9, and
 then upgrading to version 6.0

 Have you checked that no other plugins, or your theme, may be having a
 conflict that is causing the editor to not load properly?
