 ​During bulk update or ​bulk ​acti​vation of ​plugins, the page ​can
 redirect to a plugin welcome page ​when all the other plugins have not yet
 activated. It happens because a plugin has a code that requires it to
 redirect it to a welcome page. But the logic is, its a mass action so that
 particular plugin cannot redirect the entire process. Now after the
 redirection, the user needs to come back to the plugin panel and continue
 with the activation of the rest of the plugins. I suggest that WordPress
 disallows individual plugins to redirect during bulk activation.
