Welcome to trac!!
A message that an update to WordPress is available is normal.
However, if your account has role `administrator`, then the message
normally reads:
> WordPress 5.9.3 is available! Please update now.
(where "Please update now" is a link to the admin screen where you can
manually perform the update).
Since you're seeing the
> WordPress 5.9.3 is available! Please notify the site administrator.
message, that means that something is preventing your account from
updating WordPress.
The most likely culprits are either: 1) for some reason your admin account
does not have the `update_core` capability that all administrator accounts
normally have, or 2) that the `DISALLOW_FILE_MODS` constant is defined and
true in your `wp-config.php` file.
I'm sorry that you're having troubles, but since this doesn't appear to be
a bug in WordPress core, I suggestion you ask your question on the
[https://wordpress.org/support/forum/how-to-and-troubleshooting/ support
forums] and someone can help you there. Feel free to mention this trac
ticket when you ask in the forums.
