 What @SergeyBiryukov says is correct, but more than that, if you look at
 the `random_compat/random.php` bootstrap file, you can see that the
 functionality of this external dependency will only ever be used on PHP
 5.6.

 In other words: patching this is absolutely unnecessary (and wrong).
