 Hi @forsyteinc and welcome to WordPress Trac. The emails you're describing
 are sent to the site admin email any time a user changes their password so
 that you can monitor for unusual activity. As such I don't believe there
 is a bug in WordPress itself here, however if you are receiving a lot of
 these emails then that could indicate an issue with your site
 specifically. I'd suggest asking for help on the
 [https://wordpress.org/support/forums WordPress forums] if you require
 further assistance.
