Comment (by hellofromTonya):

 Revisiting this issue today's state.

It looks like the problem was solved in Windows 10 1809 (released 13 Nov
 2018) when [https://devblogs.microsoft.com/commandline/extended-eol-in-
notepad/ Notepad got an extended line endings support update]:
 >Starting with the current Windows 10 Insider build, Notepad will support
Unix/Linux line endings (LF), Macintosh line endings (CR), and Windows
Line endings (CRLF) as usual. New files created within Notepad will use
Windows line ending (CRLF) by default, but it will now be possible to
view, edit, and print existing files, correctly maintaining the file’s
 current line ending format.

 [#comment:3 As @SergeyBiryukov wonders]:
 >So, while the original intention was to make it easier to edit the file
in Notepad, maybe we could reconsider that?

For those people who are using Windows 10 1809 or greater, Notepad should
understand and work correctly with other line endings. However, those on
previous versions would still be impacted, if they are editing `wp-
 config.php` using Notepad.

 >On the other hand, more and more people these days get WordPress from
their hosting provider without manually editing files, so perhaps making
the change now is not worth it.

True. What about developers and implementers who are on Windows' machines
running less than Windows 10 1809 who use Notepad? Support for Windows 10
 doesn't end until 14 Oct 2025.

I'm thinking it's likely not worth it until Windows 10 EOL, i.e. after
 2025.

 @SergeyBiryukov what do you think?
