Comment:

 The overarching goal of this ticket is to get site admins to take action
 to upgrade their PHP version (i.e. to migrate off of older PHP versions).
 In the past, similar initiatives occurred which did help, see #41191.

 I'd like to suggest considering multiple strategies (AND), rather than
 selecting a single approach (OR). Why? To maximize awareness as people
 consume and interact with information differently. While one approach may
 get attention, it could be disabled and forgotten about.

 Keywords:
 * Adding `servehappy` keyword as this fits into past ServeHappy
 initiatives.
 * Adding `needs-design` keyword for UX (user-experience) workflow
 considerations.
