Comment:

 I concur with @desrosj that this is best handled via plugin(s) and if a
 specific hook is needed then a separate ticket can be re-opened (or YOLO
 re-open this one for context I support) to discuss that addition to core
 to support the extensibility for said plugin(s) use case on auto-backups.
