#54930: [Twenty Twenty-Two] Improve the default template provided to the post/page
template editor

Currently, selecting the "New" template option in the post/page editor
results in a sample template that includes a generic header:
Instead of this template, Twenty Twenty-Two should provide one that's
designed like its standard post/page templates, and uses the same header +
footer.
This was attempted during the theme's initial development, but was blocked
because Gutenberg did not properly load a theme's template parts into this
template editor:
https://github.com/WordPress/twentytwentytwo/issues/177#issuecomment-954794119
There's a Gutenberg issue here to help fix that behavior:
https://github.com/WordPress/gutenberg/issues/36124
Once that's taken care of, this issue can be resolved here in the theme.
