 checks removed in [52602].

 Some history here:
 * [39684] added a `wp_installing() && ! is_multisite()` check for the `wp-
 api` nonce.
 * [44114] used the same check in a new
 `wp_default_packages_inline_scripts()` function.
 * [51525] used the same check for the `user-profile` nonce.
