Comment:

 Reopening as errors reported during installation, see #54801. As 5.9 is in
 RC and this bug was not introduced in the 5.9 cycle, I propose reverting
 [51358] and moving to 6.0 cycle for further testing, db audit, and
 resolution with plenty of alpha/beta/rc soak time.
