Comment:

 Per the discussion in the bug scrub. As this issue still needs reliable
 reproduction steps and we're approaching 6.1 Beta 1, I'm moving this to
 the ''Future Release'' milestone and adding the `needs-testing-info`
 keyword.

 Also raised in the bug scrub: This issue may be mitigated by Rollback's
 use of `move_dir()` (#51857). Once reliable reproduction steps are
 established, this should be tested against Rollback to see if the issue
 still exists.
