 Serving WebP images when they're not expected by the user will indeed
 cause confusion for non-developers.

 We use Cloudflare Polish for our clients' sites, which will serve WebP if
 it's smaller than the original JPG... our clients (or their Assistants)
 will try to download an image from the front-end of the site. So they'll
 Right-Click->Save As... and then be very confused and frustrated when the
 file that they think is a JPG actually downloads as a WebP.
