Comment:

 Wow. I apparently did not test with post types where the Quick Edit button
 *is* available (unless ''maybe'' something changed since I tested). We
 need a new patch.

 The `column_title` function is not going to find `$actions['inline hide-
 if-no-js']` when it does not make sure the `$actions` array is set first.
