 I can reproduce this issue in the block editor in WP 5.8.1. After copying
 an internal link from one position to another it always changes from

 to

 http://domain.test/wp-admin/post.php?post=87512&action=edit#headline-1
 }}}

 The editor always adds the complete edit post URL to the anchor.
