 Hello, welcome to WordPress Core Trac and thank you for opening this
 ticket!

 Sadly, this is not something WordPress can handle. A link is a link, and
 WordPress cannot command the final behavior of the user agent (= the
 browser). The final decision on whether to open the link or not is
 ultimately up to the browser.

 should be downloaded regardless of whether I enable the option or not.¨

 This wouldn't be a good thing, as the behavior **you** have depends on the
 extensions/add-ons you activated on your browser, and also on the software
 you installed on your computer.

 So to sum up: there is nothing we (WordPress developers) can repair here.
 We just have to generate links using the HTML standards, just like we do
 now :)
