 Why not just use changelog.txt?

 readme.txt
 license.txt
 changelog.txt

 Those are all pretty common filenames, and ones people would expect to see
 for updates.

 Making more headers to maintain is long-run difficult, just based on how
 many people don't update/fully use the existing ones (see people and their
 lack of updating their tested-up-to). But a changelog file is common
 outside of WordPress which would let us leverage existing education.
