 * WordPress 5.8 and 5.9-alpha-51558 (can't reproduce on 5.7)
 * Chrome 92.0.4515.159
 * Windows 10
 * Theme: Twenty Twenty One
 * Gutenberg Editor
 * Plugin: WP Downgrade

 === Steps to test
 1. Add at least two paragraphs of text
 2. Highlight the whole paragraph or the upper part
 3. Press ctrl+b
 4. Repeat steps 2 and 3 until the bold is applied to the not desired part
