 I've drafted a patch.

 I based it off of the [https://github.com/WordPress/wordpress-
 develop/pull/1580 pull request] for #53675, so I haven't opened a PR yet
 since it is not yet committed.

 Note that most of the test changes are to make testing work on more
 environments, specifically where the `wp-content` directory is not in the
 standard location.
