 I'm not strongly opposed to move it to Tools submenus, though we have to
 consider the fact that people won't be able to find it anymore, which will
 generate many support requests. While it's an understandable move from the
 perspective of block themes, I think we need to take care of the current
 state of the ecosystem.

 If we decide to move the plugin/theme file editor in Tools, a dev note on
 Make/Core won't be enough. We need at least a clear callout in the about
 page …and I'm not sure it's enough since WordPress auto-updates itself, so
 most users won't see this page.
