New description:

 From WordPress 5.9, the appearance menu will include an item called
 Editor, which leads to the new template editor (the full site editing site
 editor).
 This new menu item is only available if a block theme is active.

 confusing.
 To reduce confusion the theme editor menu item could be moved to tools.
