 Related #52548.

 The code coverage reporting workflow currently takes a 1-1.5 hours. The
 test suite takes between 30-40 minutes to run each time (multisite and
 single site) and is run twice.

 We can take advantage of GitHub Action's parallel processing of jobs to
 cut this time in half.
