 When you add a new plugin via the plugin menu and click on "Add new
 plugin" it should show if that plugin is translated to the site language.

 Eg: show the flag or something of that nature with a checkmark or a
 cross...?

 Of course, you could argue that if the explanation/plugin name is
 translated the translation is "done" but as a polygot for nl_BE and nl_NL
 myself, I can say that isn't the case. Since we have a TON of plugins
 where the readme isn't translated and even visa versa.
