 This issue happens to me today on a brand new WP install on step 2 of the
 install - thus even before accessing the admin

 I couldn’t solve it and hat to trash the install and re-do it, at which
 point it wasn’t replicable anymore

 The issue was while on safari, so I don’t  think this is browser or even
 plugin related given it happened on install steps.
