Comment:

 I'm going to close this out as a `wontfix`. With the widgets screen being
 rearchitected to be a block-based editor, I think it's reasonable to say
 that general idea behind this ticket is being accomplished. If there are
 elements that still need to be addressed, they'll need to be re-evaluated
 within the block editor context and reported
