 Seems like Imagick [https://imagemagick.org/script/formats.php does
 support] handling HEIF but PHP GD
 [https://www.php.net/manual/en/intro.image.php does not]. There seems to
 be a PHP library that may help here called
 [http://image.intervention.io/getting_started/installation Intervention
 Image]. There is a javascript library called
 [https://alexcorvi.github.io/heic2any/ Heic2any].

 I am not sure if this would have to be an opt in feature or not. Would it
 be okay if the feature worked only if you use imagemagick.
