 A few pieces of feedback following the A11y team meeting on 15 Jan 2021:

 The team generally agrees that the current UX, while much more accessible
 and generally easier to discover, is definitely a little too easy to
 accidentally use, and adds a lot of persistent controls to an already
 complex interface.

 Having a control to enable/disable metabox moving within the screen
 options panel makes sense, as these controls are not generally needed on
 an ongoing basis; it is our assumption, lacking user testing, that the
 majority of users only intentionally move meta boxes occasionally.

 We'd like to simplify our prior proposal, and suggest that a control
 should be added to screen options that enables/disables metabox movers,
 and that this should globally toggle whether metaboxes are currently
 movable. Locking them in position when disabled will prevent accidental
 changes. By default, it should be enabled, however, for discoverability.
