 If this ends up only in the bulk actions dropdown, the accessibility
 comments might be irrelevant. However, I question whether this should be
 primarily a bulk action; in my own experience, I almost *always* am
 dealing with a password reset for just one user. The bulk action could be
 useful in some cases, but for convenience, the main action is more useful.
