 Site Editor's ability preview non-active block themes is something to move
 upstream to the Gutenberg project. It'll need more UX flow consideration
 as well as an enhancement.

 Hiding the "Live Preview" button for block themes might be a stop-gap
 solution until the Site Editor has that ability. Why?

 * To avoid users encountering the error message.
 * There's currently no live preview option available for non-active block
 themes

 @costdev @antonvlasenko What do you think?
